Shift_JISX0213
The converter has state, to handle some JISX0213 characters which have no
equivalent in Unicode. Therefore the extracted conversion table doesn't
reflect the entire behaviour of the converter.

uses JISX 0213 from 2004 (plane 1: ISO-IR-233). It changes the mappings of
0x815C, 0x8259, and adds mappings for 0x879F, 0x889E, 0x9873, 0x989E, 0xEAA5,
0xEFF8..0xEFFC.
